على أن بعض الوزراء أعربوا عن معارضتهم للتدخل العسكرى. وبعضهم لم يرفض التدخل العسكرى كمبدا، ولكنهم كانوا يرون أن الشروط المناسبة لعمل عسكرى ناجح لم تتوفر بعد. والبعض الثالث كانوا يرون ضرورة ادخال تعديل وزارى يؤدى إلى تشكيل وزارة قومية، وتعيين وزير دفاع جديد كانوا يرشحون له موشى ديان، وذلك قبل التدخل العسكرى. بينا كان البعض الآخر يشك في إحراز النصر، وقلة منهم كانت تتوقع الأسوا، والبعض يشك في قدرة الجيش.
